The Iraqi town of Fallujah in Anbar province is suffering to get better, two years after the Iraqi military defeated the Islamic State of Iraq and the Levant (ISIL, often referred to as ISIS) warring parties.

Their combat left the town in ruins.

As neatly as reconstructing destroyed structures and developing jobs, the local government is also handing out compensation.

But some whinge the method is arbitrary.
